PREFACE\r\nThis book is written on the basis of long experience of teaching the course in the Department of Public Administration, University of Dhaka for over a span of three decades. This has been a core course in the Department ever since the establishment of the department in 1972. During the years the title of the course has been changed from time to time, but the contents have not changed much. At present the title of the course has been renamed as: Theories and Concepts in Public Administration. This has been done with the assumption that a majority of the theories studied in Public Administration have been borrowed from Organization and Management theories. Today we find that these theories have been applied in the actual working of contemporary public administration.\r\nIn addition, a number of concepts used in public administration today have been determined by management theorists and their significant principles relevant to bring about effective and efficient management. As such the book is designed, keeping in mind the syllabus of the course PA 101. However, since it contains most of the theories and concepts used in present day public administration, it is made relevant for all the other courses offered by the Department of Public Administration offering the four years year BSS Honours and one year Master's Programme. In addition, the book is also designed in consonant with the introductory course on public administration included in the syllabus of other Universities, both public and private, in Bangladesh.\r\nThe book is divided into three major sections.
